Control Room Frigid, Covenant Weaponry Covenant Starting Location. If a Covenant character with the Index rotates here during the Upkeep, the Covenant player wins the game.
The Library
When the Library comes into play, place an Index token on it. The Index token may be carried like an item. When a character with the Index is killed, it is transferred to the character that killed the Index’s owner.
Silent Cartographer
Rotate a Character here and pay 1 CP: Each player plays the top Location from their Location Deck.
Phase Pulse Generators
While this location is damaged, the Covenant player must survive until the end of the turn after activating the Index in the Control Room, in order to win.
Lift
Distinct. Adjacent to all Lift locations.
Beam Emitter
Characters here are +1 Defense against Long-Ranged attacks.
Energy Bridge
Vehicles without Flight beginning the movement round here are +1 movement.

On Keywords:
Hidden Movement is now a keyword, so that all that mess about Decoy tokens and real tokens becomes rules text that isn't needed in the cards. Hidden Movement 2 means 1 real 1 decoy, 1 means 1 real no decoy, etc.
Swarm stays mostly the same as before, for each member of the same race you control at the same location, you gain +x damage, where X = Swarm value. (Swarm +1, +2). The change is, the damage bonus does NOT stack with Event cards.
Dual-Wield. Keyword on weapons. You may declare a dual-wield attack in place of a normal attack, using any 2 dual wield weapons in the characters possession. Each attack is -1 to hit.
Initiative: Characters with Initiative declare attacks last and deal damage first. (Init. Ranged, Ranged, Init. Close, Close is the resolve order.)
Shields and Regeneration: Shields are represented as tokens, that subtract damage from an attack on the owner, and are then removed. EX: 4 shields, take a 12 damage attack, all 4 tokens are gone, attack now deals only 8 damage. Regeneration is how many tokens you regain during the Upkeep. (Upkeep replaces the Evacuation phase from AVP. Evacuation type actions are still done in this phase, as well as other upkeep actions and the conversion of characters by flood infection forms, as well as the activation of the Index by the Covenant.)
Starting Location: This is a handy reminder that the card is a Starting Location.
On the topic of vehicles: Vehicles will cost Command points, usually 2 points. (Ex: a Warthog costs 2, allowing you to fill out the squad with 3 marines, for a full crew on the hog.) Vehicles are NOT searched for. Vehicle movement is not restricted to certain locations, vehicles move just fine through all locations in the game, even Confined. All Vehicles will have default weaponry on them, if applicable, and will have a damage stat box like items do. This means Vehicles will have 5 stats. Vehicle Items are NOT in the Halo CCG at this point in time.
Supporting Characters: SCs have a much smaller presence in Halo, but still are a card type. Most SCs will be Forerunner related, like Sentinels. I anticipate less than 10 in the set.

Covenant Character template. The background is the skintight honeycomb layer elites wear under their armor. It keeps with the purple theme for covenant cards, but is distinctly different than the covenant item template. EDIT: Redid the template fixing the glitch you see in the background behind the title nameplate. Not bothering uploading the new version, its a minor change.

UNSC Template. Background on the card was just a quick something I threw together, as I was a bit stumped about what to use. Like the Item temp, its master chief's armor again, this time, a collage of a shot of his leg plate. The Item temp was a single shot of the back of the mjolnir helmet. Thoughts, comments, concerns on the 3 character templates?

Covenant Character list is complete. 36 total character cards for covenant. Includes EVERY covenant rank found in the 3 main Halo games, plus 3 named covenant (Tartarus, Rtas, And the Arbiter).
5 Grunts 3 Jackals 2 Drones 12 Elites 14 Brutes 1 Hunter
Going to have a hard time if I try to make UNSC also have 36 characters. I'm leaning towards counting elites for either side, so there would be 24 strictly covenant characters. 24 is a much easier number to match than 36.
We'll see how things go.
